Where are signatures stored in windows xp

I keep getting the same error stating the product catalog cant be installed. I have reformated and retryed with the same result. I tried a different HDD but got the same trouble. I also tried installing XP Pro after a reformat and got the same error. The error code is fffffc0d" and the second says " Error: The system cannot find message text for message number 0xfffffc0d in the message file for syssetup.
